The objective of this measure is the technical evaluation of the bids so that further negotiations between the AN and the CL can largely concentrate on the economic aspects.
The technical comparison is manufacturer-neutral and can be traced at any time through a clean documentation.
The consulting package “Specifcation Book” must be carried out as a prerequisite. The four best offers are compared and evaluated with regard to the fulfilment of the specifications. The evaluation results in a ranking list, which the purchasing department of the AG can use for argumentation with the bidders.
